Can the Senate's revised CLARITY Act drive further gains in Bitcoin?

Bitcoin appreciated by 1.81% to trade at $78,186 following the release of a revised draft of the cryptocurrency CLARITY Act by the US Senate. According to a Reuters report, the updated document addresses ethical and banking industry concerns previously raised by Democrats and select Republicans during earlier legislative sessions. These concerns centred on potential deficiencies in ethics and illicit finance safeguards, which critics argued could destabilise the banking system if left unaddressed. The Senate vote is scheduled to take place on Tuesday, 15 September.

If approved, the CLARITY Act would provide greater regulatory clarity for cryptocurrency firms operating within the United States, whilst encouraging institutional investors to incorporate digital assets into their portfolio diversification strategies. Furthermore, long-term investors could benefit from passive yield opportunities via rewards accrued from holding stablecoins.

Nevertheless, traditional financial institutions contend that if stablecoins offer returns, this could trigger deposit flight from commercial banks towards digital assets. Such a migration would diminish the capacity of financial firms to extend credit to consumers and businesses. Against this backdrop, lawmakers may request additional impact analyses to evaluate potential systemic risks prior to enactment.

Bitcoin awaits Federal Reserve monetary policy decision

While Bitcoin exhibited optimistic market sentiment following the draft legislation's release, the broader crypto market remains cautious ahead of the Federal Reserve's upcoming monetary policy decision. According to the CME FedWatch Tool, financial markets are pricing in a 92% probability of a 25-basis-point interest rate increase. Concurrently, the 10-year US Treasury yield touched 5.0% during the trading session—a level unseen in approximately three years.

A high-interest-rate environment typically creates headwinds for digital assets, as capital shifts away from risk assets towards superior risk-adjusted yields offered by US government bonds. Consequently, a restrictive monetary policy stance from the Federal Reserve could exert pressure on Bitcoin prices.

Technical analysis of Bitcoin

From a technical perspective, Bitcoin remains within a consolidation range, although short-term price action demonstrates strong bullish momentum. A detailed examination of the current market structure yields several key technical observations:

  • Trend Context: On daily timeframes, Bitcoin has reclaimed its 50-day, 100-day, and 200-day Simple Moving Averages (SMAs), reflecting renewed buying pressure. This move forms part of a 23% rally over the past month. Currently, price action is testing a pivotal resistance zone near $81,500, which could either reinforce bullish momentum if breached or trigger a rejection if macroeconomic fundamentals fail to support the asset.
  • Resistance Levels: Should structural resistance at $81,500 be decisively breached to the upside, the next key technical zone lies near $93,000. A sustained close above these levels would effectively invalidate the broader downtrend structure and signal potential for a wider structural recovery.
  • Support Levels: In the event of a retracement, primary structural support sits at $76,500, followed by a secondary technical floor near $70,500, where the 200-day SMA converges. A sustained breakdown below these levels would significantly increase the probability of a deeper correction.
  • Momentum Indicators: Both the Moving Average Convergence Divergence (MACD) and the Relative Strength Index (RSI) display downward trajectories, suggesting that a period of consolidation or partial retracement may occur. Nevertheless, macroeconomic developments and legislative catalysts are expected to remain the primary drivers of directional bias.
